OCR description
Stephen C. Dean, the business associate, filed a breach reporting indicating that he was the victim of a cyber-attack. Upon review, it was determined that there was no business relationship between Dean and the covered entity whose data was compromised. Since there was no business relationship, OCR does not have the authority to investigate this case and therefore, it was closed.
